Aguilar has held senior positions at the U.S. Department of Homeland Security and the U.S. Department of Justice in two presidential administrations. Retired from government service March 31, 2013. His prior federal appointments include service as the Commissioner of U.S. Customs and Border Protection (Acting 2012-2013), Deputy Commissioner U.S. Customs and Border Protection (2010-2012), the largest law enforcement agency in the United States, National Chief U.S. Border Patrol (2004-2010), Central Regional Chief U.S. Border Patrol (1996-2000). During his tenure he acquired a wealth of knowledge in organizational leadership, change management and experience in border law enforcement and administration, domestic and international policy, strategy, tactics, and policy development. As the highest-ranking career officer in our nation’s largest law enforcement organization, David was the recipient of several prestigious awards to include the Presidential Rank Award.
David is expert in standards for AI, IT, and telecom having served as Executive Director of the International Committee for IT Standards as well as head of standards for the Telecommunications Industry Association (TIA). As a long-standing participant in the world’s leading AI standards initiatives under the jurisdiction of the International Standards Organization (ISO) and the International Electrotechnical Commission (IEC), he is a sought-after presenter on the topics of technology safety, AI governance, and standards. He serves on the boards of deep tech companies, the US International Committee for IT Standards, and nonprofits advocating and innovating for the ethical and effective use of new technologies. David is originally from Gainesville, Florida and now lives with his family in Northern Virginia.
Dr. Velazquez is a technology innovator and entrepreneur. He holds four degrees from MIT including a Ph.D. in Electrical Engineering. He is a technical expert in advanced techniques for communications (commercial and military), RADAR, test equipment, and biomedical devices. He has founded 3 successful technology companies. He also has extensive expertise in intellectual property, government contracting (12 SBIR Phase 1 contracts, 4 SBIR Phase 2 contracts, all of which were successfully commercialized), and contracting with major defense primes, small technology firms, and biotechnology firms. He currently holds 25 United States Patents (issued, pending, and provisional) in the fields of: analog-to-digital converters, linearity error compensators, adaptive signal processing, multi-rate signal processing, and communications systems.
