Aguilar has held senior positions at the U.S. Department of Homeland Security and the U.S. Department of Justice in two presidential administrations. Retired from government service March 31, 2013. His prior federal appointments include service as the Commissioner of U.S. Customs and Border Protection (Acting 2012-2013), Deputy Commissioner U.S. Customs and Border Protection (2010-2012), the largest law enforcement agency in the United States, National Chief U.S. Border Patrol (2004-2010), Central Regional Chief U.S. Border Patrol (1996-2000). During his tenure he acquired a wealth of knowledge in organizational leadership, change management and experience in border law enforcement and administration, domestic and international policy, strategy, tactics, and policy development. As the highest-ranking career officer in our nation’s largest law enforcement organization, David was the recipient of several prestigious awards to include the Presidential Rank Award.
David Aguilar was a Founding Principal at Global Security and Innovative Strategies (GSIS) (2013-2022) where he advised clients on a broad range of national homeland and international security matters including border security and logistics, global trade and commerce, supply chain management and security, risk management, viability assessments, and strategic planning and implementation. Mr. Aguilar focus was on tailoring global risk management solutions related to supply chain security, customs compliance, and all issues related to border protection at and between international ports of entry. David Aguilar retired from U.S. Government service on March 31, 2013 after having served 35 years with U.S. Customs and Border Protection and the United States Border Patrol, acquiring a wealth of knowledge and experience in border law enforcement and administration, domestic and international policing, strategy, tactics, and policy development. He served the last three and a half years of his career as the highest-ranking career officer in the United States’ largest federal
law enforcement organization.
David V. Aguilar was appointed Acting Commissioner of U. S. Customs and Border Protection on December 30, 2011. As Commissioner, Mr. Aguilar led the United States government’s largest law enforcement organization with a workforce of 60,000, including 43,000 uniformed law enforcement officers. He strategically planned, formulated, and executed a yearly budget of nearly 12 billion dollars. He was responsible for the management and oversight of over 320 Ports of Entry, the security of the U.S. borders with Mexico and Canada, and the largest civilian Law Enforcement Air Force in the world.
Prior to being named Acting Commissioner, Mr. Aguilar had served as the Customs and Border Protection Deputy Commissioner beginning on April 11, 2010. He served as chief operating officer, overseeing the daily operations of the agency. Mr. Aguilar’s primary responsibility was to ensure that CBP’s mission of protecting U.S. borders from all threats including terrorists and terrorist weapons was carried out effectively. Mr. Aguilar also acted as the agency’s strategic liaison to all other foreign and domestic agencies including other federal, state, local and foreign partners.
Mr. Aguilar served as National Chief of the United States Border Patrol from 2004 through 2010. During this time, he oversaw the largest expansion of the Border Patrol in its 88-year history, doubling its size to over 21,000 Agents. As National Chief, Mr. Aguilar was responsible for securing over 6,000 miles of land border between the ports of entry against the smuggling of illegal entrants, terrorists and terrorist weapons, illicit goods, narcotics, and weapons into the United States.
